Suggestion that the Government should give "serious and immediate consideration" to the establishment of a ship- building incentive scheme for shipowners was made by Mr A. J. Jenkins, newly-elected chairman of the Cardiff and Bristol Channel Incorporated Shipowners' Association, speaking association, held in Cardiff. at the annual meeting of the
