ADD incident was off Soviet Kamchatka Peninsula, în the Bering Sea ares, on March 16.

The State Department Issued a formal statement replying to yesterday's

which Soviet nale had rejected United States protest about the Incident.

The Soviet note said the United States plane, an RB-50, had fred on two Russian Jets

Today the Stato Department again claimed that the Soviet alremit opened fire on the RE-60, which was then forced to fire in self-defence.

It said the plane was at all times over international waters and at the time of the incident was at least 25 miles from the nearest Russian territory.

It added: "The present Soviet note is a typical attempt by the Soviet Government to avold responsiblilly for an unwarrant- ed netion
