Fears of renewed Japanese dumping and cheap labour production have overshadowed for one week the negotiations of the inter-sessional Committee of GATT now meeting in Geneva to discuss Japan's entry is this organisation..

Since the secret meetings commenced last Monday three tides of opinion have become apparent:

1. Britain and the Commonwealth which "in principle" are not against Japan's entry into the organisation, demand guarantees that GÁTT, either through a revision of ita rules or otherwise can restrain Japan from the disastrous return to cheap production and dumping as in the '30)

2. The United States con siders that Japan should be allowed Into GATT as early as possible;

3. Several other member un- tions, including Czechoslovakia, believe that it is premature to discuss
