Senator Olin D. Johnston (Democrat-South Carolina) today urged a sweeping overhaul of the Government's activities abroad, saying at least 100,000 employees overseas could be discharged. ·
He recommended not only an immediate re- duction in "the variety, scope and size of our foreign programmes and activities" but major changes in the organisation and management of Government operations around the world.
