All-Out War Against Narcotics In California
San Francisco, Jan. 28.
State oficials have called for an all-out war against narcotics in California. But they have little hope of winning it.
In a formal report to Governor Earl Warren, the State Board of Corrections (prisons) said:

"It...is apparent to the, Com» mlites that, with the activity of manufacturing narcotic drugs in foreign countries resulting in the tremendous profit received from the transportation and : distribution of such drugs, tho of stopping the illegal Importation of narcotic drugs Into California Je, to say the least, a most difficult and well- nigh impossible one."
