Defence Official Critical Of

Arms Production

Washington, Dec. 31.

Defence Mobiliser Henry Fowler declared on Wednesday that there is "urgent need" for better integrated military production in the NATO coun- tries.

He gave as his personal opinion that one way to bring about a "more satisfactory long-range structure for the NATO defence effort" would be conversion of American military aid from ship- ment of finished goods to financing of European arms production.

Balance Still Possible

London, Dec. 31. Britain's deficit for the first nine months of the Banclat year smounted lo £50,080.067 — two and a half times as much as last year, the Treasury nounced tonight.

But financial observers agreed that Britain still has a good chance of balancing her books by the end of the linanelal year on March 31,

1953.

The greatest volume of In revenue always comen during the final quarter.

Revenue collected during the first nine months totalled £2,012,040,372 acainst

expenditure of £3,112,931,439.—Reuter.

Fowler's recommendations were contained in the eighth quarterly report on the United States' defence mobllisation effort,

The current report covers the period October-December, 1952, Discussing the Atlantic-al llance, Fowler said NATO coun- tries have laid the foundation for mutual security during the past two and a half years.

SCHEME FOR EISENHOWER

Encouraging Investment By U.S. In Europe & Japan

Washington, Dec. 30.

General Eisenhower's new Administration has received a report calling for a drive to en- courage private United States investment in the industrialised countries of Western Europe and Japan.

These countries could then export capital to the under-developed areas of the world, such as Asia, Africa and Latin America, the report said. It declared: "Unless the international movement of capital is restored in this sense, the problem of pro- viding the under-developed areas with adequate out- side capital will not be solved.”
