FORCES IN 1953

Paris, Dec. 18.

The Atlantic allies will concentrate on better rather than bigger forces in 1953, a NATO communique said tonight, announcing an "austerity programme" worked out by/ministers of the 14 NATO coun- tries at a four-day session here.

"Strong defence requires a healthy economy," the communique said. The communique announced an agreement to spend about £80 million on airfields, communications and jet fuel supplies next year. This slashed about £70 million off the initial estimate.

Britain had led the campaign for the reduction, which will be achieved by dispensing with the "frills," such as concrete towers. About 35 airfields, which the Supreme Commanders described as essential, are planned.

"For the future, the Council directed that more emphasis should be given Clemency

to increasing the effectiveness of the forces of the alliance and the unita neces- sary for their support, rather than to the provision of greater numbers to the extent that reagurces were not available for both tasks," the communique said.
