Washington, Dec. 17.
President Truman told Americans tonight that they could hope for peace only if they kept "calm and patient" and build an armed defence so great. that it would force Russia to give up its "designs for conquest."
He said the United States had made "startling" ad- vances in military aviation and must continue to do so. because "only by such advances can we build up the power which is necessary to keep aggression and conqueat from plunging the world into war."

Increased Spending Warning By Members Of NATO
Paris, Dec. 17.
Several West European members of the Atlantic Pact, including Britain, today warned the Ministerial Council here that increased spending might seriously endanger national economies.
Conference sources said the Ministers had stressed that such a threat would play into Moscow's hands by strengthening Communist movements in the West,
The debate followed the pre- sentation of a military estimate of possible Soviet aggression, which said the strength of the alliance was insufficient at pre- sent to safeguard member states. A NATO spokesman sold the Ministers merely "noted" the estimate.
