Some 120 magistrates in Manchester held a private meeting at which a resolution was passed urging the re-introduction of flogging as a deterrent for violent law-breakers.

The resolution, which is being sent to the Home Secretary, the Lord Chief Justice and Members of Parliament representing Manchester, asks that Section II of the Criminal Justice Act, 1948, which took away from `judges and magis- trates the power to order flogging, be repealed.
