Indeed, if it is the intention to draw up a programme for making Sterling convertible at the earliest possible time; recollections of the pain- ful experiences of 1947 will ensure that this matter is kept well to the fore.
It is now generally conccded that the convertibility venture of 1947 would ultimately have proved a failure even if it had been possible to limit the application of the dollar conversion right to current account Sterling, the theoretical intention:
