Paris, Oct. 21.

The French Defence Minister, M. Rene Pleven, today gave details of an alleged Communist plan to halt France's arms production, impede the cam- paign in Indo-China and prevent the construction of American bases in France.

'Details of the plan were given in a 185-page dossier submitted by M. Pleven to the French Parliament. The dossier included, photostat copies of documents seized during recent police raids on Communist Party offices.

Submission of the report to Parliament followed. the Gov- crament's decision to prosecute France's Ave lop Communist leaders.
