First Clashes In UN General Assembly Session

TWO EARLY DECISIONS

GO AGAINST RUSSIA

United Nations, Oct. 15. Russia today indignantly objected to a proposal that would'` award special citations to United Nations soldiers killed in Korea, but received its first significant defeat of the two-day-old General Assembly.

Mr Andrei Gromyko strenuously objected to consideration of a French plan to award soldiers killed in United Nations service a special citation reading "Died for the United Nations".

He said the Kremlin could not tolerate seeing the flag of the United Nations used "to cover implementation of the United States' aggressive policies in Korea".

The powerful United Nations Steering Committee voted against him 12 to two with Rugsis and Czechoslovakia against and Egypt abstaining,

The group later dealt Russia its second defeat 12-2; (again with Russia and Czechoslovakia against) on a Communist objection to consideration of an appeal for prompt conclusion of the long-delayed Austrian treaty.
