Plain Speaking By Acheson To Aid Countries
Need To Encourage Investors
Washington, Apr. 9.
America's Point Four Programme for aiding under-developed countries could not succeed unless the whole of the United States' foreign policy suc-. ceeded, the US Secretary of State, Mr Dean Ache son, said today.
Addressing a conference of farm, labour, business, religious and professional groups in- terested in the programme, Mr Acheson said that some countries were being overwhelmed with goodwill froin American, United Nations and other missions but there was little co-ordination..
The problem was not just one of pouring in vast sums of money and technicians and people must be pre- pared to proceed a little slower.

The underlying factors to be borne in mind in carrying out the programme were a realisu tion by many people that a life of misery was not pre-ordaiazd and that independent aid from foreign domination wa their grasp, Mr Acheson said
