On this occasion it is said, the barrels of the six guns were all thought to have gone off, with a muffled roar audible outside in the busy street. There was, however, one gun that had not. It held a

Harriman On U.S. Objectives

Washington, Apr., 8. Mr W. Avetoll Hurriman, Director of the Mutual Security Programme, in a public specch today appealed for ♫' wider understanding of American objectives.

The Point Four programme of technical assistance to under- developed countries could serve to make known that the Ameri- can Revolution had respect for human

dignity and bad-in- troduced the concept of an ex- panding economy.

But the Communist revolu tion was the mogt reactionary in the world. It went back to dictatorships and to materialistic philosophy, he said.

The American Revolution brought with it the deal of opportunity for all and the belief that all people must share in " increased ⚫ productivity economy.

To

The Point Four programme. was.... an.... aggressive, programme for peace, not war-tor human progress, not for conquest.

Although leadership had been thrust on the United States without conquest or design, nha nów had to play the role of leader for her own good as well as for the good of mankind.

The Point Four programme was one manifestation of this leadership.

M Harriman added: "WO should not be ashamed to tell people we are dependent on their Taw materials. •At the same. time we should tell them frankly and clearly that we do not believe in past exploitation, when riches were taken out of their soll and nothing left. We want to help them devolop their “indersTM tries as well as their agriculture and to raise the standards. of Living."-Routar
