Getting Over The Hurdles

HOUGH an agreement was reached | Germany's role in European defence, Tin November last year between the

threa Western Allies and Dr Adenauer, the West German Chancellor, on the basic politica) relationship of the Western settlement with Germany, negotiations on details of the agree- ment are still drugging on in Bonn. At the end of last year full agreement was considered to be in sight; today an understanding has yet to be reached on the pattern of contractual treaties which will govern the Bonn Govern- ment's relations with the West and make it a virtually independent regime, What Is holding up progress in the negotiations for a settlement so vital to Europe's future? Six separate con- ventions are the subject of negotiation. They cover the protection of Allied troops which will still be serving in West Germany after an agreement is reached; Germany's contribution to the Western defence plans; arbitration procedure to settle any disputes, which may ariso between, the former Occupation powers and the West German Government; completion of projects' such as the splitting up of the big German cartels; German Federal economic assistance to Berlin, and watertight” measures to ensure that there is no major revival of the formidable pre-war Ruhr armaments Industry. There appear to be. fundamental difficulties in only two di these conventions--those dealing with

and the extent of arms production to be allowed the Germans. Germany's role in the proposed European Army is a topic which has been argued ad nauseam; though there is un- animous agreement on the necessity for some form of German participation if Europe is to be defended, the nations are still divided as to how this is to be achieved. The six-power talks on the subject in Paris were adjourned without a decision and the matter next comes up for discussion at the meeting in Lisbon next month of the North Atlantic Organisation. French obduration still the main stumbling block to per- mitting Germany anything in the nature of a General Staff; while France backs the integration of German forces in a European command she does so with the proviso that old bogies be not resurrected. Fear of a revival of German militaríam is behind the French attitude; this fear was again expressed by the new French Premier, M. Faure, when he presented his programme to the National Assembly last week. Though public opinion in Europe as a whole would probably give the suggestion a cool reception, ideal solution of the impasse would be the admission of Western. Germany Into the North Atlantic Treaty Organisation. Logle demanda some such decision, and that quickly.

New York, Jan. 22. Mr Winston Churchill's cold was slightly better today.

A member of his staff said that Mr Church had good night.

It was later learned that Mr Churchill has what is commonly called "a streaming cold".

An inquiry into the collision between the 1,023-ton British steamer Inchulva and the Chinese freighter, the Lee Ming, of 1,923 net tons, which occurred shortly after 7 p.m. on January 15 off Holt's Wharf, Kowloon, opened in the Marine Court this morning.

The collision occurred as the Lee Ming was coming in from Keelung and the Inchulva was leaving port. The British ship was damaged ex- tensively but the Lee Ming suffered no damage except to her forepeak. There were no casualties.
