The Thai Government's draft bill aimed at banning Com- munism in the country was "fraught with complications in international relations", the Thai language daily, Prachatipatzi, erated here today.

The paper said that the Cabinet was unable to reách a decision on the punishment of petsons convicted of professing Communism but who had not actively conspired to create civil unrest or pedikoh.
