R Vyshinsky has made it perfectly clear that he has no intention of permitting Russia and the Western powers to move closer together on the question of securing world peace. His vitriolic dismissal of the programme put forward to the United Nations General Assembly by the United States, Britain and France was so unqualified as to make reasonable discussion of the proposals impossible. Mr Vyshinsky regards the Big Three plan for a UN inventory of national military forces and armaments, and gradual inter- He national disarmament as a joke. possesses & peculiar sense of humour. The problem of keeping the world's peace is no laughing matter and the Soviet Foreign Minister certainly does not raise his own dignity by dismissing constructive suggestions designed to encourage universal harmony and good- will in such a manner. The essence of the Big Three plan is that the whole question of disarmament and control of atomic weapons continues to be the responsibility of the United Nations. Mr Vyshinsky acorns such an idea, thereby automatically, repudiating the authority of UNO to which Russin, as a member, originally subscribed. The Soviet counter-proposals include the calling of a world conference of the United Nations members some time next year to study "effective and substantial reduction of arms generally and the prohibition of all atomic weapons." It is a high sounding proposition but it ignores the one vital prerequisite that United Nations mombers be willing to declare the strength of their armed forces and the quantities and types of their armaments.Without this information a United Nations conference would be -helpless. and could not possibly deter

Herein lies a calculated endeavour to side-step the United Nations; to impose on the world an agreement concluded only by five powers, one of which is not even a member of the United Nations. Neither the United States, Britain nor France, as responsible members of UNO, could agree to any such procedure. The establishment and consolidation of world

peace must remain the responsibility of the United Nations Organisation. It was created primarily to fulfil this function and its powers cannot be usurped. The General Assembly -will undoubtedly give a re- sounding "no" to Mr Vyshinsky's four- point plan, for it is not a serious attempt to bring peace to the world, but a deliberate challenge to the status of the United Nations Organisation. It is now beyond hope that the current Assembly session can unify to any degree the divergent viewpoints of the Communist blod and the Western democracies, but Mr Vyshinsky's speech has at least removed" any remaining doubts about Russia's complete contempt for UNO its charter, ito authority and its responsibilities.
