The Communist High Command on Wednesday proposed an immediate resumption of the Korean cease-fire talks at the Red-held village of Pan Mun Jom.

An Inescapable Issue

HE big question mark against the tentative agreement for Communist and UN liaison officers to meet today at Pan Mun Jom is whether it is likely to pave the way for new and definite pro- gress in the quest for an armistice arrangement in Korea. There have beep so many previous promises and so litle fulfilment that it is necessary to be cautious in estimating the possibilities of achievement. That the Communists, in part, have accepted General Ridgway's latest proposals for resumption of talks, indicates that they wish to leave the door open for further negotiations. They have not agreed, in toto, to the UN Commander's sugges tions, but they have advanced an alternative proposal with which General Ridgway' can concur in principle. 'Encouragement derived from the fact that the Reds have agreed to abandon Kassong as the conference site, but this, in itself, does not necessarily mean the two parties can settle down immediately to working out cease-fire arrangements. Much depends on the degree of emphasis which the Communists intend to place on their conception of the size of the

neutral zone and how it is to be jointly controlled. The Communists are so given to double talk that it is hard to tell just what they are really trying to do, or what they have in mind. The South Koreans are suspicious that the Reds' proposal to extend the neutral zone, to bring it into contact with Allied-held territory, is merely an attempt to improve the enemy's military position. General Ridgway does not appear to be so concerned about this. Manifestly, however, no tangible advance can be made in actual cease-fire talks until the question of a suitable neutral zone has been mutually and satisfactorily settled. The UN Command is more preoccupied with the necessity of equally sharing the rights and responsibilities of control. The enlarged neutral zone envisaged by the Communists could conceivably be acceptable to General Ridgway provided his other conditions are met. This has become a major and inescapable issue, and one which General Ridgway must see resolved before he can permit his representatives, to discuss the solid details of an armistice.

Britain will stay in the Suez Canal zone and in the Sudan "until satisfactory Middle East defence arrangements are made." This la a proper attitude to adopt, but it is forvently, to be hoped that this time the Government means what it says, and that there will be no painful repetition of the Abadan evacuation. It e notable that the official statement refers to Middle East defence arrange ments, suggesting that Britain is con- fident of the fullest American support in the new Anglo«Egyptian crisis. The
