Accordingly prospects of the broken-off negotiations being restarted cannot be regarded encouraging. Some Tokyo observers have gone further and suggested that the talks may be considered ended, and that full-scale fighting will shortly replace the relative lull which has marked the past few weeks. General Ridgway, it may be noted, refuses to accept the latest Communist note as a final rejection of efforts to resume the truce talks. He has countered with another suggestion--that the Com- munists choose a site approximately midway between the respective front lines, the absolute neutrality of which would be guaranteed by dual control. The proposal is generous and honour- able, but it is probably the last conciliatory gesture which the Reds can expect. Refusal on their part to name a new site, antisfactory to both parties, would leave the UN Command with no alternative but to consider truce negotiations n closed chapter in the mournful story of the Koren war, In their latest communication the Com- munists. characteristically ignore General Ridgway's outright rejection of Kaesong as the site for any futuro `armistice negotiations. This eventuality may well '|. have been an influencing factor in the decision by the UN Command to launch an autumn offensive, although it is too carly to assess what is intended to be the weight and extent of the enterprise.` It has been confidently predicted by field commanders that United Nations forces could once again advance to the Yalu River and substantiation is given the claim by impartial observers who declare that the morale and fighting strength of the Allies has never been finer in the whole of the campaign. Nor, is it likely the Communists have failed to be impressed by the achievements of the UN forces in recent combats for strategical hills. The Reds give the impression they are dominated by political considerations in their approach to the future of the Korea con. flct, yet they cannot dismiss the military probabilities, which, for them, promise only defeat. Confidence in his forces to be able to achieve a decisive victory in the field if called upon to do so can be seen as the background to General Ridgway's now offer to the Communists. They are being given another, and almost certainly final opportunity of avoiding a defeat in arms by meeting once again around the conference table with the UN negotin tors.
