Reds Want To Resume Armistice Talks Today
Tokyo, Sept. 25,
The Communists want delegates and not liaison officers to meet at Kaesong this morning at 10 o'clock Radio Peking said. However, should. the United Nations not accept this proposal, Red liaison officers will meet to continue discussion of the time and date the regular delegates will meet. The Peking broadcast attributed this to its Kaesong correspondent who said it was the substanco of the memorandum handed to the UN liaison officers at 6 o'clock last evening.

Underpaid Schoolteachers
VHEN the Director of Education yesterday declared that he was well aware that teachers were dis- gracefully underpaid in certain private schools in Hongkong, he inferentially posed the question, "what, if anything can be done by Government to correct the situation?" Mr Crozier advanced two personal suggestions: to convince the management of these schools that education must be the first considera- tion and that. teaching efficiency is directly related to good conditions of employment; if that should fall, the Director of Education suggests trying to replace the school with
one that is non-profit-making. The first proposal possesses the merits of the "reasonable approach." It can, and should, be tried. But successful results are unlikely. The person who establishes a school for the sole purpose of making the biggest profits possible is not the type to listen to aweat reason or to concern himself about the fact that teaching efficiency is directly related to good employment conditions. Elimination of these "profit and nothing else" schools and their replacement by properly conducted institutions strikes a more practical note, but presents dificulties, chief of which would be that Govern- ment” must. hold itself responsible for staffing and running the schools. It is acknowledged that untrained teachers cannot command the same salaries as those who are fully qualified, but even they are entitled to fair minimum wages and other reasonable working conditions. Opportunity seems present itself for stricter official con- trol of certain types of private schools, not only in the interests of teachers, but also of the pupils.
