THE signing of the Japanese peace Treaty and the restoration to Japan of her full sovereignty raises the glant spectre of Japanese
competition. Lancashire has already given signs she is acutely aware of the prospects, and newly industrialised. Hongkong is by no means unconscious of the problems which will arise when Japan seriously starts invading the markets of South- east Asia. The problem is easy to diagnose, but the solution is difficult to find. Japan has a skilled, virile and efficient labour force. Her standards of living are low compared with the West, but the Japanese have succeeded in approaching Western standarde of efficiency-operative, technical and material. Japan's basic economic prob- lern is her teeming population, which is crowded on four small islands. Little, if any, more wealth can be, extracted from that intensely cultivated land which is poor in mineral resources. Therefore, Japan, now cut off from her former overseas possessions-including Formosa, Koren and Manchuria—can only maintain, let alone incrense, her present low standards of living by more industrialisation. Hence, growing Japanese industry will inevitably mean growing Japanese exports based on low labour costs. It might be argued that through a new and stronger trade union movement in Japan, or by other means, the standard of life of the Japanese industrial workers, can be. raised. As a result, Japanese produc tion costs would be increased and the competitive threat in export trado. would be reduced. This is important, but not decisive. One proposition is that if the first condition obtains-the reopening of the China-mainland markets to Japan--the rest of the world I could, within the next five to ten- years, absorb Japanese exports, surplus to China's needs, without gravely disrupting, world trade and price levels. Hongkong has again become the great entrepot for the tobacco trade in the Far East, with bright prospects for the long- term future, according to United States Department of Agricul- ture.
Although growing no tobacco, Hongkong has better than average storage warehouses and sales facilities for tobacco leaf and tobacco leaf products, according to a special survey made by George W. Van Dyne, marketing specialist, under authority of the Research and Marketing Act.
Hongkong's tobacco factories are efficiently operated and well equipped with modern machinery. Van Dyne reported. The total output of cigarettes in 1950 was about 2,500,000,000 pieces, double the prewar output.
