MB Gromyko has declared war on the Japanese peace treaty conference and has let it be known that he intends to go to the limits to obstruct eventual' conclusion of the agreement. President Truman anticipated this attitude by the Russian delegation in his inaugural. speech and shrewdly struck the first blow by inviting world opinion to note that those nations who attended the San Francisco conference for the expressed purpose of trying to prevent a peace treaty being signed could only be regarded as advocates for more war. Nor is this a wholly superficial line of reasoning. Whatever its defects, the draft treaty with Japán is at least a positive attempt to normalise and stabilise conditions in the Pacific. The Russians have no comparative construc- tive plan to offer as an alternative, and
