It is doubtful whether the Chancellor of the Exchequer could have chosen a less propitious time to spring his surprise announcement of dividend limitation on the Stock Exchange.

Clarification is needed on many points in the White Paper outlin- ing the terms of the proposed legislation, but with Parliament in recess: it seems this must now wait at least three months.'

Even if they agreed with the case for limit ing dividends-which they most definitely do not investors would find it impossible to forgive the Government for this seemingly unnecessary delay in giving them, some definite basis on which to plan their future activities.
