Doubts About Iran's Offer

Teheran, July 26. Mr W. Averc}! Harriman and the British Ambassa- dor, Sir Francis Shepherd, tried to find out tonight If the new Iranian offer to negotiate may really mean a break in the bitter dend- lock of oil nationalisation.
