TEHERAN RIOTS King Returns To London

Five Killed In Anti-Harriman Demonstration

Teheran, July 15.

At least five persons were killed today in a pocket-war outside the Persian Parliament building, when Tudeh (Com- munist) Party demonstrators clashed with National Front sup- porters.

Army tanks were called in and police used tear gas to break up the rioting.

The Communists had called a mammoth rally to protest against the arrival in Persia of Mr Averell Harriman, President Truman's special adviser in the oil dispute.

The Communists' parade was ambushed by National Front supporters and members of the Mojaheddin Islam, (Fighters For Islam) Party as it entered the Parliament Square.

COMMENT OF THE DAY

New Spirit At Kaesong

ECIDEDLY encouraging signs Danifested themselves-that-- the Korea trace talks, just resumed, will be conducted in a proper atmosphere of friendliness and mutual good faith. not so The original purleys were characterised and it became necessary for General Ridgway to make requests to the Communists that would give the negotiating parties equal status. It is of note that although the truce talks were called off ostensibly because the Communists refused to allow General Ridgway to send a party of 20 UN correspondents to the conference area, the real cause of the breakdown touched much more fundamental issues. The United Nations delegates found that Kaesong was not a demilitarised neutral zone as originally agreed upon; that armed Communists were in absolute control of the area; that the UN delegates were being restricted by these soldiers in their movements between their own base and Kaesong; and that Communist broadcasts dealing with the truce talks were more and more sug- the United Nations gesting that delegates were at Kaesong to sue for peace. It was essential that the real intentions of the Communists so far as truce talks were concerned should be tested; moreover it was unthinkable that the UN representatives should sit down with their Communist counter- parts at a conference table under any-

thing less than equal status. General "Ridgway's demands were proper-and- becoming and that this has been recognised and accepted by the Com- munists makes more probable than ever before the eventual successful outcome of the armistice negotiations, mutually agreed conditions now apply. The UN representatives have un- restricted use of the road leading from their base to the conference site; a neutral zone of five miles in radius, free of armed personnel is to be established; all persons attending the conference site shall be unarmed. The Communists have given a heartening display of good faith and sincerity in agreeing to General Ridgway's demands and the three proposals mentioned above and the way is now wide open for rapidly drawing up an agenda from which can be worked out. practical measures for an effective cease-fire. Important points of principle have been at stake and agreed upon: The issue obviously had to be faced with deter- mination, but it augurs well for future talks that no rancour entered into the dispute. General Ridgway presented his proposals courteously but firmly and the Communist principals accepted

world them gracefully. The awaits, with increased confidence, a happy and satisfactory conclusion to the resumed talka at Kaesong.

Interestingly enough the Soviets main complaint is on the question of procedure. They atill inalet that a treaty should be drawn up by the Big Four, with the power to vetoa procedure, of course, that would 'enable the Russians to dominate the, conference table and if they so folt inclined to sabotage: completely all endeavours to finalise a treaty. of the treaty as drafted by the United: States which seem to require slight modifications, the general tenor of the draft is sound in principle and concept. There is full justification for Washing- ton's rejoinder to the Soviet protest that "the terms embody not merely the formality of peace, but the spirit of peace." But while the Russian protest can rightly be rejected, it is a matter for concern that the Soviets find them- solves unable to share with their war- time allica in the consummation of a peace treaty with Japan.
