London, July 9.

Left-wing Labourites today proposed that Britain use the presence of United States air bases here as a bargaining point to demand heavy cuts in the Western arms programme and sweeping changes in American foreign policy.

The proposal came, in the pamphlet "One Way Only," the long- awaited manifesto of the fiery left-wing leader, Mr Aneurin Bevan, who stalked out of the Labour Government last Spring in protest against the scope of Western rearmament.
