The Chancellor of the Exchequer's statement on capital invest- ment in 1951 is in effect the second part of the economic survey which was published shortly before the Budget and, like that document, it tells a story of austerity with worse to follow.
If anybody is not yet convinced that the full impact of rearma- ment on industry will not be felt until next year and the year after, Mr Gaitskell's statement should dispel any remaining doubts.
