"For the moment, at least, hopes of a practical approach have collapsed and the crisis has heightened grievously as the result. The course of immediate developments cannot easily be predicted. Much will depend on whether or not the Persian Government is capable of control and moderation or whether wild and exaggerated nationalism will seize the reins and guide the country to calamity. On her part, Britain remains for the moment watching and waiting, for signs of wine reconsideration by the Persians or for events which may compel active intervention if the lives of British residents are in jeopardy. The time for decision is, nevertheless, near and it is a decision which may be as weighty as any that has to be made in recent years. Clearly,, the trend of events, their increasing pace, the emotional fervour of the Persians, and the firm determination of the British Government and the Anglo-Iranian Oil Company to demand legality and justice all point to crisis. Britain's position has throughout been irreproachable. Understandably, there has been refusal to agree to talks on the basis of un- conditional surrender, the only basis that the Persians have yet put forward. But Mr Herbert Morrison, and the British Cabinet, have measured their stops carefully and have gone as far as reasonable to meet Perala's insletencer, notably on the crucial point of recognising the country's right to nationalise the oil industry. The Cabinet has not, of course, in advance of sit-down discussions on the relations between the Company

arrangement, accepted specifically Iran's nationalisation of oil, but it will have been noted that a passage in the British Note cited a clause in the governing contract to the effect that the terms can be altered "as the result of an agreement between the Company and the Persian Government." There- fore it is implicitly conceded nationalisation or anything else can take place so long as mutually satisfactory agreement can be negotiated. For the Persians that should have been the stimulus to talks, not for framing fresh demands leading to breakdown before negotiations had lasted two hours, Steps ordered in Teheran following the rupture are not yet of a nature likely to give rise to serious apprehension.
