The international conference on tariffs and trade, which held its final meeting at Torquay yesterday, has not been an outstanding success. It has, however, achieved some noteworthy results.

Nearly 150 separate bilateral negotiations have been completed. These included 21 each by the Federal German Republic and Austria, which were among the seven countries acceding to the general agreement. on tariffs and trade (GATT).
