The conference that has been meeting in Washington discussing an, allocation scheme for tin seems to have ended in the same way as the recent rubber, conference in London-that is, in agreement to disagrée.
The tin conference has not officially broken down but merely broken up. Whether an agreement will eventually be possible depends on the producers and consumers-mainly American consumers agreeing on what is a "fair" price for the commodity.
Failure of the tin conference is hardly sur- prising. The position of the Americans is now the
