COMMENT OF THE DAY

The Unchanged Korean Issue
WHEN General MacArthur stated
W
that, in effect, a "new war" had been brought about by Chinese Com- munist intervention in Korea, he must have been speaking in the purely military sense. The good cause of the United Nations and of the Korean people natural will not be served if the emphasis on those military problems obscures what is still the unchanged Korean issue. The liberty of Koreans with the survival of a frée government is what is at stake, whether the Invading aggressor be North Korean puppets of the Soviet Union or the "volunteers" of Peking. This, free. Government in Korea is peculiarly the responsibility of the United Nations. It.. was established and accredited under United Nations auspices. It was to sustain, and defend this Government that the United Nations authorised the dispatch of armed forces to Korea, and It is for this purpose that they have been kept in the fold. The obligation is still binding upon the world organisa- tion and upon its members. What has bapponed in Korea has made it more difficult to carry out this honourable purpose, Chinese Communist Interven tion has fragnified the military prob lóm, and likewise presented the danger of a spread of hostilities. The frightful destruction of war has intensified civilian needs and made the meeting of thom more complex. The number of has steadily and they include not on those

There has even been an attempt to increase taxes and to offer what is at least a nominally balanced budget. Several agencies are doing an earnest job in tackling the huge refugee problem. Those agencies need more and much wider support, Korea also needs staunch political support in the United Nations and among its members. The Govern ment of Korea in still the protege of the United Nations and thust be treated as such. The "military situation · and Its complex problems naturally occupy much attention.
