Mr Andrei Gromyko dropped on Wednesday his insistence that the Potsdam agreement on the demilitarisation of Germany be the topic of a new Big Four Foreign Ministers meeting.

The Soviet Deputy Foreign Minister agreed for the first time to include the question of the "level of arms” of the United States, Britain, France and Russia on the proposed agenda.

He abandoned, also, his stand that German disarma- ment must be discussed as a separate topic.

A Peking radio broadcast this morning termed Gen. MacArthur's offer of a military truce in Korea a "bluff" and an “insult to the Chinese people."

The statement was issued in the name of the officially sponsored "Chinese Anti-American and Korean Aid General Federation."

'The broadcast was the first public reaction by the Chinese Communists to Gen. MacArthur's con- troversial March 24 statement in which he offered to meet the. Communist commander on the battle- field, and at the same time warned that "an expan- sion of our military operations to his coastal areas and interior bases. would doom Red China to the risk of an imminent military collapse."
