President Truman declared today that the free world must rearm quickly and vigorously to prevent World War III and to prepare for such a conflict "if it is forced upon us" by Russia, but he held out hope that this rearmament would dis- courage Russian aggression and eventually lead to a change in Soviet tactics that would, ease the present world tension.

The present law, based on proportional representation, was introduced when the Fourth Republic was established.
