Soviet deputy Andrei Gromyko made a bid for Western agreement on Wednesday by suddenly rewording every one of his points for a Big Four foreign ministers discussion.
Western diplomats said, however, he had conceded virtually nothing on his bedrock position that the No. 1 point must be discussion of the de- militarisation of Germany as agreed upon by the four powers at Potsdam in 1945.
He also clung to his demand for a discussion of arms reduction by the four powers.

25-Year-Old Plan To Control

FREE WORLD MUST
REARM ITSELF
Key West, Mar. 14. President Truman declared today that the free world must rearm quickly and vigorously to prevent World War III and to prepare for such a conflict "if it is forced upon us" by Russia, but he held out hope that this rearmament would dis- courage Russian aggression and eventually lead to a change in Soviet tactics that would, ease the present world tension.
"That is our great hope," he said.
free
In a major foreign policy declaration, Mr Tru- man bluntly blamed Russia for forcing the world to rearm. He said "we have been compelled to look to our defences" because Russian "obstruc- tion" had blocked any "genuine" and "foolproof" disarmament plan and because the Soviet Union con- tinued after World War II to maintain armed forces far bigger than necessary for "purely defensive pur- poses". Furthermore, he said, Russia "encouraged" a programme of rearmament by its satellites.

Electoral Reform In France
LECTORAL reform seems a trivial
E reason for a French political crisis
at a time when the Government needs to brace itself to carry through economic and military measures vitally important to the defence of the coun- try. The fact is, however, that a change in the voting system is an essen- tial step toward strengthening the administration. The present law, based on proportional representation, was introduced when the Fourth Republic was established. It has few defen- Communists and dera except the is generally blamed for the stulti- fying fractionalism and unrepresenta- tive character
National of the Assembly. General elections are due this year, moreover, and unless the law is changed before they are held the next Assembly will be as unwieldy and indecisive as the present Parliament. What the French Government needs, a working above everything, is majority. The major parties are agreed (always excepting the Communists, who cling fiercely to a system which increases their representation) that reform is necessary to that end. New elections conducted under the existing law would be likely to return an Assembly in which, the parties of the present governing coalition, the Com- munista and the Gaullista, would be almost equal, thereby rendering it more difficult than it is now to form a Cabinet. The trouble is that the particn within the Governinent are divided on tho' form of a new law. The Popular Republicans, the largest of these

parties, want a simple majority system with one ballot, while the Radicals and Socialists want the same system but with two ballots. This double poll, or run-off, prevailed in France before the war to give citizens whose votes are of scattered among
a large number candidates a second chance to pick a winner. Because he could not reconcile

opinion within Cabinet on this issue, M. Rene Pleven had to resign and M. Henri Queuille has succeeded him. He has survived two test votes in the National Assembly suggesting that his electoral reform proposals will carry sufficient backing for them to become effective. But the new Premier has other tasks of great magnitude, not the least being to measure up to the statesmanship of his predecessor who, in his seven months of office performed an outstanding job of keeping an unruly team together and securing decisive support for a greatly expanded military budget and other controversial measures. It can bo said that during M. Pleven's Premier- ship France took a stronger and more constructive a lead in the affairs of Europe than at any time since the end of the war. The nation, after all, is sounder than the National Assembly, and this gives ground for hope that at this critical juncture commonsense and the sense of common danger, will; not permit an internal issue to prolong a crisis that can easily 'weaken the position of France herself and "delay" docisions that involve the "entire' Atlantic community.
