The Director of Commerce and Industry. Hongkong, Mr A. G. Clarke, is due to arrive in London tonight from Washington with- out, it is believed, much progress to report on the talks concerning the American em- bargo on the shipment of goods to Hongkong and Macao

JANY visitors to Hongkong these days, including it may be said. newspaper correspondents, are prone to take in with one sweeping glance our window-laden shops, our streams of ultra-smart limousines, our busy harbour, our teeming thoroughfares, our spick and span gloss, and then announce to the world that the Colony is vulgarly prosperous, needs до sympathy and certainly no assistance in dealing with any of its problems, either social or economic. Yet whe- ther Hongkong today is healthily prosperous raises a big question mark. There are many superficial signs of wealth and plenty, beneath which are discernible to those who wish to find them, much more positive signs of poverty and distress, of appallingly diffi- cult living conditions, of inflation which slices the purchasing value of wages and salaries by half, of inability to expand and maintain health services because of inadequate finances. A number of voluntary charitablo ganisations are promoting expansion schemes at the present time, yet they cannot be completely confident that the general public will be in a position to give the required financial support necessary to full and maintain the projecta; nor can they depend on Government grants being sufficiently increased to enable their work to go forward. One of the big problems of social welfare and. health services is that they have to cater very largely for refugees to the Colony, hot incon siderably at the expense of the true Hongkong · ́ ́realdont. The charge against the community is substantial, makes a constant drain on the publie purse and is irrecoverable.
