I may be premature to regard the

latest Peking proposals concerning a cease-fire in Korea as proof positive that the Chinese Communists are pre- pared to soften their attitude, but the world is entitled to accept them as a gesture in the right direction. Hitherto the biggest stumbling block to even the possibility of negotiations has been Peking's refusal to consider a cease-fire until other problems have been dis. cussed. Now the Chinese Communists intimate they are prepared to share in a cease-fire arrangement "for a limited period" to enable a seven-nation con- ference to tackle other questions of a political nature. It is a welcome change In attitude if only because it strengthens the confidence of those nations who, from the beginning, have argued that the problem created by the interven- tion of Chinese Communists in Korca can be settled by negotiation, and can be prevented from spreading into a wider military conflict. But if Peking has opened a door a little wider, the fundamental issues at stake are not the less dificult. Peking is making settle- ment in Korea dependent on a satisfac- tory (from Communist China's point of view) treatment of questions such as Peking's status in the United Nations and the future of Formosa. It will become important, however, to know what sort of time limit the Chinese Communists have in mind for a cease-fire in Korea inasmuch as this will largely govern the practicability of settling the other points at issue. It must be admitted that the new Peking proposals do not go a long way towards easing the tension. Nevertheless the gesture, such as it is, cannot be disregarded. The way is open for a further exchange of views. The ruling consideration re- mains: nothing must be left undone that will lead to a settlement by negotiation, so long as that settlement does not involve the sacrifice of United Nations principles, Mr Attlee expresses majority opinion when he says that to consider further measures : against Communist China at this time implies that all hope has been abandoned of reaching a peaceful settlement, "and this we have not done." That is a sentiment echoed by all who desire to seo an amicablo and mutually satis factory settlement brought about in the Far East,
