We can- not congratulate Government on its timing for the introduction of a mea- sure which can so easily lead to uneasy suspicions, though we do not quarrel with the proposals as such, Govern- ment, however, appears to suffer from a peculiar faculty for making decisions and taking actions which invariably require an apology when they are presented to the public. Similar- ly we are satisfied that there is no connection between this week's volun- tary evacuation scheme announced by the United States Consulate-General and the publication by Government of emergency regulations. The general public need suffer no apprehensions; this registration mové has no special significance. The Government spokes- man seems to have put the case clear- ly and fairly Government wishes to be able to co-ordinate information already in its possession (through_ap- plication of the Registration of Per- sons Ordinance, 1949) with other more detailed and special information; there is no question of a call-up or of putting British subjects into uniform; : the new registration could, if found neces- sury, help In the task of forming a. The dis- crimination-all unnecessary--created hard feelings, much discontent and jeopardised future loyalties. Anything of that nature must be avoided at all costs if there is to be compulsory National Service, a second time. And the best way to avoid any misunder- standings is for Government, as soon as it has completed registration, to announce a detailed National Service scheme, its component units, how they will function, and the conditions under which everyone will serve in a time of emergency, including, of course, emolu- ments and dependents welfare. The emphasis on this aspect is not engen- dered by mercenary calculations, but is stimulated by a lively recollection of the mistakes of omission committed in 1940 and which had such unfor-, tunate results.
