Yet the latest re- proposals virtually meet all the quirements of Communist China and the Soviets and there is no reason why they should not be applied in a prac tical and successful manner. The cease. fire committee recognises that the Korean problem cannot be settled at one #troke; the alternative is progres- sive stages. The first, obviously, must be willingness on all sides for a cease- fire. Negotiations, otherwise, are out of the question. It is then suggested that when the cease-fire has become operative, there shall be put into effect a plan for the gradual withdrawal of all foreign troops in Korea. And once this second stage has been reached it will be appropriate to hold round-table conferences for the purpose of work- ing out methods by which the future pence of Korea is guaranteed and the country can politically and economical- ly begin to stabiilse itself. The pro- posal is that Russin, Communist China Bit ard Korean representatives shall with a United Nations commission in these conferences, presumably with equal status, thus giving the Russians and the Chinese Reda the opportunity of helping to shape the future of Korea.
