General Douglas MacArthur said today that the Chinese Com- munists had apparently taken over direct responsibility for the whole of the North Korean front and sent the Koreans to Manchuria for training. In two reports to the United Nations covering November, General MacArthur said, "At present the only significant military power now confronting the United Nations' forces in Korea is Communist China.
