"Blockade" Of Hongkong
a
THE American export ban specifi- cally directed against Hongkong and Macao in order to prevent strategic war materials from getting Into the hands of Communist China (and in its original conception quite agreeable) has rapidly become vicious blockade. For, instead of confining themselves to "weapons, fissionable materials and strategical industrial goods" 18 described in the first official announce- ment of the ban, the American autho- rities are preventing any commoditica whatever from being shipped or sent by air to Hongkong. Manifestly this is unreasonable because the American Faction is based on the assumption that all goods imported into Hongkong are destined for re-export to the China mainland. We know here all too well, and, as our trade figures will demon- strate, this is far from being the case. Therefore, in applying the dictum to Hongkong that "so far as China is con- cerned the ban will apply to any goods whatsoever since all shipped to China must be licensed and licences are not being issued" the United States is pre- Penting (a) this Colony obtaining” es- tential and luxury commodities (all utalde the description of weapons, palonable materials or strategical poda) which it urgently requires for a own use, and (b) stopping Hong- ong from receiving these goods for ritimate re-export to countries in utheast Asia other than China. The ect is that anything to be exported fch. has "Destination Hongkong" on astigmatised as potential war Aterial intended for delivery to Red hina. And this sudden phobla about longkong and, its entrepot affiliations Ith Communist China has spread, we to réliably Informed, to places outside the United States. One exampli quoted that spare parts are at presont re- fred-for British-manufactured taxis Hongkong. It was found these
spares were obtainable from dealers in Borneo and an order was placed, the spares shipped. But they have been off-loaded in Singapore under the new export and re-export prohibitions. Thus we find the farcical situation of one British Colony applying a blockade against another of British manufac- tured materials which are
not only genuinely needed by Hongkong, but which could never be used as war wea- pons in Communist China. But such illustrations are pin pricks compared with the grave threat which the total US export ban against Hongkong offers to our local industries and fac- tories. As the Director of Commerce and Industry has pointed out, it is these factorica, which employ many thousands of workers, which are most likely to suffer first and have to close down. Moreover, unless there is £ rapid modification of the US ban, many of our legitimate traders will suffer grievous, possibly crippling losses; es- sential commodities will become short in supply, and the Colony will be con- fronted with the spectre of black mar- keteering on a big scale. Here is a situation which calls for the most ur- gent attention of the Authorities. Hongkong's position must be made clear to Washington, and in this respect we solicit the sympathetic offices of the United States Consulate to state our case in explicit terms. We aro at one with the United States in wishing to stop strategic materials from falling into the hands of Red China, and Government's inter- tion to prevent anything like that hap pening was proved last Friday with the publication of a comprehensive list of goods which are barred either for export direct or re-export. But the 'Colony still needs ordinary essential commodities so that it can livo, and as ' so many are obtained from the United States, it will be nothing short of calamitous if this source of supply is donfed us.
