Fearful that Red China might plunge the Far East into war, the UN Political Committee today postponed indefinitely consideration of the future of Formosa, the last stronghold of Generalissimo Chiang Kai-shek. The majority agreed with American delegate John Foster Dulles that the risk of war made useless any UN talk now on a long range settlement of the question of Formosa.

Tokyo, Nov. 16. Fire-bombing Superforts "completely wiped out" the North; Korean border city of Hoeryong as a supply and communications centre in a 30-plane strike on Wednesday noon, the Air Force said today as UN planes roared out again this morning.

The initiative which the committee has shown is commendable and, has produced at least one concrete result we now know that Government Intenda at some time or another to build a civic centre. It will be a relief to the public to know the Administration has got that far. The next question, and it was one discussed last night, is that of a site for the building. Here again Government appears to have gone a long way towards making up its mind. It anticipates a civic centre on part of the Connaught Road reclamation—– reclamation which may be completed in two years time. The City Hall Committee by a majority vote gave approval to this site and we imagine Hongkong,generally will agręc with the docision. In fact, it is doubtful whether a civic centre could be more attractively located, "It would be central and,

naturally, takes the traditional attitude to the question of how much shall be spent on building a city hall. The amount has to be voted, says Govern- ment, and that cannot be done too far in advance because funds must be found from the annual budget. This is not unreasonable, but we still cannot see any reason for Government doing. nothing further about a cívic centre until the reclamation work has been completed. There is the matter of the most suitable design for a civic centre. and what purposes. the building is, to

A civic centre, if it is to be. worthy of the name, should include a museum, a library, a theatra and a chamber where the Legislative Council and other bodies could conduct their meetings. There is probably an abundance of ideas on this subject available to Government if it cares to give encouragement to the public to express them. Elsewheff Interest in j a project of this importance has been stimulated by officially-sponsored competitions. Those can be particularly valuable for obtaining attractive | architectural designs.
