ON THE MOVE

Tokyo, Nov. 12,

The United Nations forces were still advancing slowly against sharply stiffening Communist resis- tance in North-West Korea today in what observers believed had become a race with the winter. ́

American planes, thrown in to support ground troops pushing on in snow and rain, flew 400 sorties and dropped 1,200 tons of supplies and equipment to the advanced Allied units.

One hundred American carrier-based warplanes blasted the Northern supply bridges across the Yalu River, the frontier between Koren and Manchuria.

South Koreans, using anti-aircraft guns as artil- lery, had battled all night to hold their positions north of the Chongchon River against three counter-attacks of battalion strength.

There is no such subject before the Council, nor could there be insofar as the United States in Korca has acted from the outset on the Instructions of the United Nations, who gave America the full backing of ita International authority to conduct thu campaign. The immediate effects of Péking & refusal to share in dis-. cussions on the MacArthur report are disconcerting enough, but more dla turbing to the possible long-term policy which Mao Tse-tung and Chon En-lai have decided upon. Russia has persuaded Mao Tse-tung to refuse the Council's invitation for the express purpose of further complicating the international situation and of tying down Western nation forces in Korea

that less attention can be con- centrated on building up defences in Europe. It would be typical of the Russians to attempt such a subtle manoeuvre, though whether it can achieve its object is doubtful. The Russians, however, are admittedly adept in making use of delicate political situations for the purpose of sowing disunity among those she regards ins her enemies and she has given every sign that she so regards the United Nations of today. The explanation then of China's truculent reaction to the Security Council's invitation may be that the Peking regime is being used by Russia as a cat's paw to further Russia's political schemes for international disharmony. If such bo the case there remains no good purpose in holding new Big Four talks as pro- posed by the Kremlin. There is no evidence that Russia has any genuinely good intentions behind the proposal; on the contrary she would probably make uso’of any such meetings to stall for time and no retard progress of the Western Union towards the creation of necessary defences in Europe, To Russia all this' may meroly represent a new acceleration in the cold war, but
