BANK MISSION

_TO__SYRIA

Washington, October 28.

Lie's successor

Lake Success, October 29.

Russia asked the U.S. delogate, Mr. Warren R. Austin, to summon an emergency sucrot most- ing of the United Nations Security_Council, prosumably to discuss electing a new Secretary General.

Mr. Austin, October President of the Council, im- mediately summoned the 11-nation group to

meet on tomorrow..

Russia's move came as the U.S. and 13 other countries circulated a resolution asking the veto-free General Assem. bly to extend. Mr. Lie's term by three years.

The Isrue had been termed to the Assembly last week when the Council failed to agree to alternate candidate. Tlie Assembly has a plenary meeting planned for Tuesday with the extension of Mr. Lig's term up for con- sideration.

Russla's action in calling a new meeting of the Council may delay consideration of extending Mr. Lie's term. But if the Council session results in another dead- lock-and this is expected-the question could still go before the Assembly as planned.

This was the second time Rus- sia's Jacol, A., Malik asked, at the last minute. for another Council meeting on Mr. Lic.

Mr. Malik could submit new names at tomorrow's mccling, but there was no word from the Rus- slans as to what Mr. Malik might propose. Mr. Malik was not avail- able for comment.

Legal experts say the Generat Assembly can extend an incun- bent's-term, when the Council fails to submit a new name, but
