French statement on German participation ACHESON'S ARGUMENT

The 12 Foreign Ministors of the North Atlantic Council discussed for more than two hours this morning the problem of the defence of Western Europe.
The meeting was dominated by a long French statement on Western de-
fence and Germany's participation in it.
M. Robert Schuman, the French Foreign Minister, was understood to have given a comprehensive reaction to the equally detailed review of the subject yesterday by Mr. Dean Achoson, United States Secretary of. State.
