Russia is expected to use her vote on Tuesday to block passago, by the Security Council of the American resolution domanding that all Unit- ed Nations mómbers rofrain from assisting or encouraging the North Koreans. The resolution was introduced by Mr. Warren Austin, chief American

delegate, on July 31, the day before Mr. Jacob Malik of Russia be- gan his month of propaganda obstruction of the Korea war effort as President of the Security Council.

Throughout August, Mr. Malik successfully prevented the 11-nation group- from considering the American measure, which was the first order of business before the Council.
