Trygve Lie issues fifth annual report

London, August 6.

The Secretary-General of the United Nations, Mr. Trygve Lie, in his fifth annual report pub- fished here today, said that the Great Powers' failure to concludo peace treaties with Gor- many and Japan was the root cause of the prosent international crisis.

He told the General Assembly that the attack upon the Republic of Korea by North Korean forces was the latest and worst of a series of dan- gerous crises which have arisen for the most. part out of the failure to establish a collec- tive security system based on universal ac- ceptance.

Mr. Lie declared: "It should

be clear by now that the crea- tion of a United Nations sys- tem of collective security, as It is envisaged in the Char- ter, can be expected from the member nations only as it re- sults from or accompanies a settlement of the conflicts for power and position resulting from the defeat of Germany and Japan."

Mr. Lle asserted that the present world situation was serious danger to peace and the continued existence of the United Nations.

The Korean war was a threat: to International peace of a must! serious character, worse Even than the deadlock in Berlin, where the use of armed force did no
