Lake Success, July 31. Russia today named the admission of Communist China.to the United No- tions as the first order of business for the Security Council when the Russians return to the United Nations on Tuesday.

The chief Soviet delegate, Jacob Malik, submitted a two-point agenda for the meeting he called for tomorrow, when he will assume the Council Presidency in his regular turn. The two points are:

"1. Recognition of the representative of the Central People's Government of the People's Republic of China as the representative of China.
