SPOTLIGHT ON MOSCOW
Washington, June 28.
The United States appeal to the Soviet Union to further the withdrawal of North Korean forces from South Korea has, for the time being, turned the spotlight of interest from Washington to Moscow. Some observers consider that the President's strong action in ordering U.S. armed forces to defend Korea and bringing Taiwan under U.S. naval protection left it to the Soviet leaders to decide whether to precipitate war or accept, the now practically certain defeat of the Communists' North Korean forces.
President Truman based his action not upon any specific recommendations for the use of force by the United Nations' Security Council but upon the very general resolution possed by the Security Council on Sunday, calling upon all members of the United Nations to aid in the execu- tion of the resolution,

MOSCOW CALM IN FACE OF DEVELOPMENTS
Moscow, June 28, Complete calm appeared to provail in Moscow to- day dospite Korean developments climaxed by publication of President Truman's order, which all Soviet papers published promptly and the Soviet radio broadcast repeatedly. "Provda's" prominently placed front-page editorial, attacking American "acts of direct aggres- sion against Korea and China, also was broadcast universally and discussed by the population.
Early this morning Mus- covites queued up at news- paper stands and formed little groups around billboards in public parks where newspapers were posted
