The Secretary of Foreign Affairs, Brigadier General Carlos P. Romulo; head of the Philippine delegation, said in his opening statement to the con- ference, "It is our hope that this conference will explore the feasi- bility of establishing a permanent regional organisation for the more effective co-ordination of our efforts."
