Tentative plan
for disarmament
presented by U.S.

The United States today presented a skeleton plan for United Nations check-ups on any ́oven-
tual disarmament pacts, complete with an
"escape" clause allowing self-defence action
if United Nations enforcement fails.
The proposal was made by the American delegate
to the working committee of the Conven-
tional Armaments Commission, which the Soviet has, boycotted.

The Commonwealth conference on South and South East Asia will have to postpone its final sassion because of British insistance on fur- thor study of a planned £8,000,000 Com- monwealth pool for 'immediate technical aid. “ The Australian delegation, headed by the External Affairs Minister, Mr. Percy C. Spender, who proposed the plan, had hoped that the con- ference would formally adopt it at a final plenary session tomorrow afternoon.
