Washington, May 14.
It is expected here that the study group set up by the "Big Three" Foreign Ministers' Lon dun conference will recommend substantial relaxation of Oc- cupation control in Germany ..and the formal end of the state
of war.
The decinration on Germany, released today, appears to con. tain no surprises.
It had been freely predicter! that a study group would result from the conference, and that it would recommend relaxation in the occupation, to come into force between September

U.S. reaction to meeting
Washington, May 14. Democratic Senator Willam Fulbright, member of the Sen- ate Foreign Relations Come mittee, told the United Press that the Big Three Foreign Ministers communique on Ger- man policy "appears to be very negative but we did not expect too much."
Senator Fulbright expressed disappointment that the com~ munique failed to refer again to 4. proposal of the French Foreign Minister, Robert Schuman for economic integration of the French and German Industries. He also accused Britain of taking a negative attitude toward Euro- pean integration general and indicated that the British in- fluence might have been respon- sible for the failure of positive proposals on Germany to emerge from the Big Three meeting.
Senator Fulbright contended that the United States must share with Britain the responsibility for lack of progress on European unity, and solution of the German problem "because we have not Laken enough initiative in these matters.

London, May 14.
Chiefs of the Labour Party, meeting in socret near London next wook-end, will consider a pro- posal that all nationalisation — except iron and steel-should be dropped from their next general election programme.
The conference will fix provisional timing of the election which may be this autumn, and the broad lines of the programme which will be fought.
The
suggestion for a nationalisation standstill is certain to produce a clash between the Party's Rightwing and the Leftwing led by the Health Minister, Mr. Aneurin Bovan, which has press- ed for more nationalisation.
